NEPIRC, a not-for-profit technical assistance firm serving manufacturers across an 11-county region, has promoted a long-time team member and welcomed a Controller.

Leo GilroyLeo-Gilroy-Senior-Director-of-Training-and-Consulting-Services-NEPIRC has been promoted to Senior Director of Training and Consulting Services. Gilroy has spent more than 40 years working within the manufacturing and Department of Defense sectors, with a career spanning engineering, product and business development, marketing, and sales. A seasoned leadership trainer and consultant, he has helped more than 3,500 professionals strengthen their leadership and project management skills through relationship building, emotional intelligence, and performance coaching. He is known for blending practical strategies with a people-centric approach to navigating complex challenges, building stronger teams, and driving organizational success. Gilroy holds a Bachelor of Science in electrical engineering technology from Temple University and an MBA from The University of Scranton.

Charles WallingerCharles-Wallinger-Controller-NEPIRC joined NEPIRC as its Controller in December 2025, bringing more than 35 years of experience in finance and accounting in governmental, grant-funded, and nonprofit organizations. Throughout his career, he has worked closely with boards of directors, executive leadership and staff across all levels of an organization, helping to strengthen financial management and accountability to advance an organization’s mission. He holds a Bachelor of Science in accounting from Marywood University.
